Shanks can regenerate his arm whenever he wants to.

The gorosei’s regen is imo either a celestial dragon ability or a haki ability. In either case I think Shanks has it.

He just chooses not to regenerate his arm because he likes pretending that he’s weaker than he really is. When he eventually goes all out, I think we’ll see him regenerate the arm.

imo Luffy is the one who will 1v1 him and force him to regenerate the arm.

Haki or CD ability seems rather limited options. Could be a feature of their Oni Devil fruits.
We already have a similar thing in Kaido's crew with their ancient Zoans.

I believe Shanks could kill the Gorosei, or at least knows how, but realizes the damage it caused wouldn't be worth it, and I don't think Shanks has the power to kill Imu.
