WSSM is about sword skill

As Brannew said, Mihawk has greater sword skill than Shanks. Mihawk was never said to be stronger than Shanks.

If he was, then why didn’t the WG give Mihawk or Buggy higher bounties than Shanks?

Sword skill, as explained by Koshiro, is the ability to cut what one desires and protect what one desires.

Shanks, Law, and Fujitora are all swordsmen. But they have significant other abilities that go beyond the realm of swordsmanship. This is why Shanks and Fujitora aren’t rivals of Mihawk and Law isn’t Zoro’s rival.

It’s because using DF powers or CoC energy beams isn’t swordsmanship, even if those guys are swordsmen.

In terms of raw swordsmanship, Zoro is already better than Law. Hence Zoro can scar Kaido but Law can’t. Scarring Kaido requires sword skill.

However Law can break BM’s bones and ultimately defeat her 2v1. Something Zoro didn’t do. But damaging BM via DF shockwaves isn’t sword skill.
