we don't. it's an assumption. we don't know what shanks wants - we only know that he told other characters (such as WB and ray) that he wants certain things but it doesn't mean anything because he probably lied to them anyway. because if there's one thing we DO know it's that shanks lies to other people (he lied to buggy about a treasure map).
