Yes his haki was unable to penetrate Kaidos skin now he can do it so if he grows higher he will be like them or surpass them

This climb is the analog to his haki prowess
Did Luffys physical strength,durability or endurance increase significantly ? No
What did increase ? His haki so only the most powerful people have this kind of haki all 5 of them have the haki
Oden, Shanks,Rocks,Roger and Whitebeard have this kind of haki

Shanks hype is JUST beginning

Shanks is the owner of his hat and most likely his sword ... being equal to him is possible if not surpassing him

I would not say similar personalities, though Luffy embodies traits from each i guess.
It´s the question of "how far you can push me, or even surpass me, what´s your limit", hence different strength levels.
From one who had the potential to kill him (if his attack landed, but was oneshot though), to one who can match him fully (Shanks) or even to the people above him. He would not see Big Mom because she is not an enemy at this point, it´s still from Kaidou´s point of view and his estimation of Luffy as an opponent (later all Supernova as opponents) under the banner "battle supremacy for the throne" which DD drew the curtains on in chaper 801.
And Blackbeard he has never met i would argue, so him using makes no sense either. BB might match Rocks already, we will see.
Shanks being as someone who is equal to Kaidou is a no-brainer by Yonkou title alone.

Putting the matter aside of people linking the "only few people capable of fighting me" with the heads of the guys shown behind Luffy, which from the flow of the panels is not even a given, Kaido is talking about Luffy´s ceiling, not the ceiling of the "top".

He is practically asking how far Luffy can develop. His train of thought is "just a few days ago i destroyed him, what happened in that short while, only a few people are capable of fighting me, how much can he develop further", which implies now Luffy is one of those that can fight him, while asking, since he managed to reach that from not being able to fight him at all to actually doing that, how far he can develop further, and as practical representatives of how far Luffy could develop, you have 5 distinct characters who each made a different mark on the world.
The ceiling is relevant for all of the 5 guys, only on different levels, both in strength, and also achievement.
Is Luffy "just" going to peak at Oden? Is he gonna match a Yonkou, meaning Shanks? Can he reach Rocks, my old captain (who might be an inbetweener between Yonkou and PK level)? Or is he gonna reach PK level strength but not become PK (Whitebeard)? Or is his ceiling actually Pirate King (Roger)?
While we know, his ceiling in strength is at least PK, but in achievement it is actually higher.

Plus Shanks did push him back when he wanted to go to Marineford, implying he won the confrontation.

Yeah, the fact the Big Mom wasn't included is a little suspect, but it might be because the ones who appear in that flashback are people he views as either being able to beat him, or having the potential to become strong enough to beat him. Sure Big Mom is capable of fighting against him, but I think we can all agree she's pretty much plateaued at her age. This is why Kaido thinks to himself "How high will your ceiling go." Big Mom is at her ceiling which Kaido feels is below him, while everyone else is either higher, or has/had the potential to be higher.
