shanks is both. (father Rocks, mother celestial Dragon)
he got taken by roger after the god valley incident and placed safely in west blue, and when he grew up he got taken by roger for the rest of the journey. the government only caught up with him after roger's death only after he made a name for himself as a pirate. he uses that connection to maintain back channels with the government.

i don't see why he would ? i see shanks and luffy meeting, a joyous reunion. and part on good term. then shanks finally confront blackbeard and dies. and the strawhats will end up at god valley (which i believe to be the penultimate before raftel) where they meet an old wounded rocks who wont be an antagonist but an unpleast guide who challenges luffy's resolve to learn the secrets and burdens of the world and .....

Did a theory on the Roger Pirates a long time ago. Can't remember exactly what it was for, but it had to do with Jewelry Bonney, and the Roger Pirates. But anyways, I just remembered something I had brought up in the theory.
A Shank is the part of a ring that holds the Gem in place.
Now that I think about it, Gems are often called "Rocks" in slang terms in reference to Jewelry.

I think "God Valley" is were they sent Celestial Dragon bastards to live since they couldn't live in Mary Geois. They are the children they fathered with their slaves. Shanks is one of those bastards but he's a special case, while Buggy and the others were bastard children of regular Celestial Dragons, Shanks is Im-sama's son.
