Teach has defeated Law, but he still lacks the hype to be Luffy's next opponent. He has no advanced haki, meanwhile Luffy has all 3 forms of advanced haki.
Furthermore, even granting that Law is a more dangerous foe than Kid, Shanks looked considerably better than Teach to the point to where it makes Teach seem underwhelming in comparison. To put it another way, do you really see Kaido struggling as much against Law as Teach did?
imo Oda needs to do something that hypes Teach to be the next main antagonist. In one shotting Kid, a man who 2v1ed Big Mom, Oda portrayed Shanks as one of the strongest characters in One Piece(if you didn't already believe this). Someone who's at the very least on Kaido's tier. If Teach were to defeat Shanks, a feat that even Kaido seemed to be unable to accomplish, it would portray Teach as one of the strongest pirates in history. The very portrayal he needs in order to be the next villain.
That is why I think this is the very thing that will happen during the egghead island arc.
A lot of people think Teach needs a third DF to be the strongest, however I'm not entirely sure this is the case. As we haven't seen him use any awakenings yet. This will likely be the key to Teach's victory over Shanks. Shanks will push Teach to extreme diff and utterly beat the shit out of him, much in the same way Kaido did to Luffy. Teach will nearly die. Then he will awaken the yami yami no mi and/or the gura gura no mi, with this being the catalyst to Teach's victory.
Meanwhile on egghead island, Luffy will defeat Kizaru, with Luffy either killing Kizaru or being presumed to have killed Kizaru(basically what happened to Kaido at the end of wano). With Kizaru gone the WG's balance of powers will be thrown into disarray, forcing the Gorosei to accept Teach's proposition and accept Hachinosu into the world government.
At the end of Egghead. Teach will have 2 awakened DFs, be the strongest pirate in history, and a King ordained by the World Government. The ultimate opponent for Luffy going forward.
