Shiryu was portrayed to stand on Roger's general level. That was not necessarily true, but nevertheless judging off previous situations these kinds of portrayal usually don't play out as insignificant, conversely. Titles, they are much more debatable.

EoS Shiryu will probably be vanquished by the Grandmaster before it takes to deal with Mihawk unless Oda comes up with a coupe de theatre. So if Mihawk is at least close Roger's level then Shiryu is probably giving Roger an high diff fight or slightly less by EoS in my vision.

The guy could not be beaten by Prime Garp as he needed Sengoku for backup to not get bodybagged. Still took them half the day to beat him.

Regarding Sengoku helping out Garp. It has to be remembered that Garp was probably avoiding MF to receive too much destruction so that by calling assistance that would be diminished. Garp is the same guy who matched Roger countless times so he was definitely most likely not afraid of Shiki.
