That Sakazuki in Oda’s mind is meant to be relative to Sengoku and Shiki.

It’s an old draft but it’s still relevant, in Oda’s old drafts Shanks was the leader of the God’s Knights, and then in the actual manga we got Shamrock.

This actually proves Yonko>Admirals. Had Big Mom become an Admiral then one of the current Admirals would not have their position. Why? Because Big Mom > Admirals. This means as a Yonko she is still greater than whichever admiral she would be replacing.
