lmao, Shinra Tensei is both under- and overestimated. But it doesn't one-shot all of the kage. It's based on gravity, so it's not the actual shockwave, but the impact causing the main damage. Which is also the reason Bunta and co. were so badly hurt, the impact was amplified by their own weight. Meanwhile, others were fine when avoiding impact (i.e. Choji), and six tailed Naruto took no visible damage upon reflecting a head-on Shinra Tensei.

- Tsunade tanked it without being one-shot, canon. And she didn't use Katsuyu protection or Byakugou. So yeah, badly injured, but no one-shot.
- Raikage endures it with Raiton armor and durable body.
- Gaara's sand gourd will cushion the impact. Sand armor, which tanked point-blank explosions, will also reduce damage. So don't see him being one-shotted.
- Oonoki could actually cheese it by minimizing his weight. Compare throwing a stone to throwing a feather.
- Mei gets one-shotted, she's fodder, lol.
