If we go by what he has in canon - OP awakening - Making his clear fruit a hidden legendary mythical zoan like nika ; all adv Haki etc

• Kaido's physical stats
• Shanks' haki
• Blackbeard's unique body
• Hito-Hito no Mi Model: Lunarian
• Hito-Hito no Mi Model: Nika

But since he doesn't have and can't ever have any of that, he'll never even be top 10 let alone #1

Have his odachi eat a Zoan DF, like a Black Mamba, so he can emulate Magellan's poison power.

I'd give him fruit awakening, prolly would give his sword a DF to eat. I think you was the one, who came up with the Orochi fruit-idea, right? 9 invisible sword whips for the win. I think it might not get better than this tbh.
I'd give him FS for the heightened precog. I'd give him control over his haki flow and furthermore ID CoA and I'd make him a conquerors haki user with PK lvl of CoC power.
So that he can infuse his sword/swords with CoC to boost their AP tremendously and therefore their lethality and overall efficency and so that he can go for CoC infused ID CoA sword swings for more raw power in clashes if he wants/needs to.

Tough job to make a swordjobber threatening

- Awakening to make other things invisible, everything he touches or even emits, like sword slashes
- Give his sword the highest grading + a DF for it. Would be one that is able to create illusions
- High enough CoO/Future sight to predict so even if he goes invisible and the opponent figures it out he can dodge
- Actual battle IQ and not just dumb clashing with swords

This version of Shiryu would be one of the highest IQ fighters with a sword which makes him unique instead of making him another cant cut me/clash with me dummy
