Zoro did better than luffy against his Opponents, that's a fact.
Luffy pre G5 has no way of beating King.
G4 has no way of besting Pica.
Luffy would have lost to even ryuma zombie.
And would have probably died against Mr.1.

Zoro opponents always work on Hax which is nemesis to Luffy.

But why exactly is this the case, when Kuzan is objectively stronger? Let’s drop the cap and agenda for a moment. Kuzan utterly shits on Shiryu in terms of feats and portrayal.

The only thing shiryu has over Kuzan is #2 status, but that doesn’t necessarily equal strength.

The real question we need to ask is, why is Shiryu #2?

I think it’s because the two are related. I think Shiryu shares Teach’s special lineage. I would guess it’s something like Orochi and Kanjuro, where they are part of the same tribe, but orochi/Teach is the descendant of someone important.

Anyways, because they share lineage, I think Shiryu’s goals align the most with Teach’s and hence he is Teach’s most trusted subordinate.

It seems Burgess' is Teach's right hand man in terms of relationship/trust. While the captain of the second ship, akin to the second division of Whitebeard's crew, is strength related.

Idk lafitte was sent to the meet with Sengoku etc and van auger was the one telling him about Akainu coming and teleported him during the fight against law

In Teach eyes, Shyriu is not his first man. Burgess is the first commander of the BBP. We just scale Shyriu as the number 2 of the crew because he is Zoro opponent.
I think Teach see all of his commanders as equal in importance (unless Kuzan). The only one that maybe is more important than the others for Teach is Lafitte. And I don't believe he trust in none of his crew.
