Questions & Mysteries Should there have been more prominent Bounty Hunters in OP

Abso-fuckin’-lutely. Can you imagine if Johnny and Yosaku had gotten the Koby treatment throughout the series? How badass it would have been to see a little more of Zoro chasing after high-priced criminals? If any other recurring characters could have really put the screws to Luffy and tried to bring him down for the money? I know the focus had to be somewhat narrow from the start, but this feels like one of the biggest missed opportunities in the entire canon...
It'd of been great to see a few who were real tough. Wouldn't make sense for there to be many in the New World, just cause you're the enemy to everyone and the rules in the New World pretty much establish that you have to join a Yonko to serve long term. But, like, maybe one who's allied with Doflamingo in Dressrosa — give Sanji or Zoro an actual fight that arc. Or have one of the underworld brokers be a high level bounty hunter who reached some agreement with Linlin.
So, a few places to slip them in and the idea is really cool. I know it was said WB's defeated enemies were given to third parties, who then cashed in the bounties on WB's behalf. But that isn't as fun as having some cowboy bounty hunters out there doing it all themselves.

Yes, absolutely. A top tier bounty hunter would've been awesome. I mean what's the point of a pirate having a 4B+ bounty if there isn't actually anybody strong enough, barring the Navy and other pirates, who can defeat them and actually claim said bounties?
And as for the Navy and pirates, are they even allowed to claim the bounties of other pirates they've defeated?
I feel like a top tier bounty hunter would've been an awesome addition to the story.

Poor Johnny and Yosaku were pretty much forgotten about. Same for the concept of bounty hunters as a whole.
Hell, Oda was going to draw Daddy Masterson’s encounter with Usopp (yes, it wasn’t originally supposed to be anime filler) in the manga, but skipped it to rush Luffy into the Grand Line faster. Damn, Loguetown had so much potential as an arc.

Of course. The bounty system is useless in terms of how a bounty's existence should be in universe, which is to be claimed. Not to mention the amount make no sense. Why go after the 5 billion+ berries pirate king when you can hunt down 100 pirates 50 million berries worth with significantly less risk for the same reward?
Absolutely. As it stands, bounties accomplish two things: assigning a threat level to an upcoming antagonist, or a post arc reward for our heroes' efforts. But bounty hunters can add to the latter. Think about it, as the crew becomes more notorious, they come across deadlier and deadlier bounty hunters. And they don't necessarily have to get stronger than the last. It can be something like employing smarter tactics in luring prey. It highlights the SH's increasing notoriety if higher profile bounty hunters are chasing them.
And I love the suggestion for Johnny and Yosaku to be growing as bounty hunters in tandem with Coby's growth as a marine. Adding on to it, I think Mihawk could easily be retrofitted as a bounty hunter. His status as a Warlord was totally inconsequential to his role in the story (unless Oda has something planned relating to his Warlord status). And it would give bounty hunters a prominent face to represent them in the One Piece world.

In the end if you think about the bounties for a moment they are used as the translation of the level of threat percieved by the WG for the wanted people but on the other hand what is the meaning behind issuing astronomical bounties fir emperors, but even lesser pirates like Luffy and the supernovas, when the only people strong enough to collect them are just pirates, marines (they will not take any bounty, it is their job) or revos (even more wanted than the pirates)?
Potentually guys like the corrida fighters (Sai, Ideo etc. At least before joining Luffy) are the targets for those bounties but at the very best they can hope to take down a supernova after making allaiance and they should be the most extraordinary non pirate/marine/revo people we have seen so far. Baroque Works were all Bounty Hunters other than Crocodile and Robin. It was kind of like a Bounty Hunter Guild
It makes sense that most of them stay out of the New World, why go after a Yonko when you can go after 100 40M Pirates in one of the Four Blues?
