General & Others Shouldn't Hiyori just be the Actual Shogun then?

Your just making shit complicated for no reason. Hiyori is either going to become Shogun or Steward or Regent until momo could become of age or something. Or they just don't have one and they go with another way of Government.
Borrowing from Naruto, Hokage; while not Shogun, Tsunade was a woman and become one. Your needlessly making shit up. /shrug
Naruto isnt one piece. There isn't blatant sexism in leaf village.

If Oda wants to give a woman a role that isn't typically meant for women, he has to actually draw attention to it.

Both Hiyori and momo literally says women should stay out of these conflicts.

Oda introduced gender roles himself. And specifically with the actual two characters whose gender roles are important to this conversation.

If Hiyori is to be Shogun or regent, it's not a leaf village thing. It's specifically stated to be a complete shift in culture that ha s to be addressed.

Orochimaru and Jiraiya were ahead of Tsunade in being Hokage because they were stronger than her. Not because she was a woman. If they mentioned that that was reason, it would've been directly addressed by the story in order to make her Hokage.

It's in the story already that Hiyori can't just take up these roles. That's just a fact in the culture.

So again, if this is going to change, it's not as simple as Naruto. Not at all

If I have to pick, then momo should become shogun because
1. He already got character development and udon prisoner+minks tribe's trust

2. Luffy did not underestimate momo as wano figurehead and already give him a lecture to become a men

3. Scabbard wont be taking a risk to let momo as the shogunate goes to the NW sea anymore

4. SHs will face another yonko. Some of the crew may not agree to let momo abroad for the sake of his safety

Notice that the plan is that Hiyori gives birth to a new male heir, not that she her self becomes Shogun. Zoro even comments how cruel this is.

3. Ushimaru is introduced trying to win over Kiku and Mouse man literally says "You're a son of a samurai, you can take whichever woman you want"

4. Kin'emon is surprised Tsuru never remarried and says "Why didn't she remarry to have a man protect her for all these years"

5. Kin'emon's introduction and comments about Nami.

6. Koshiro, who is a decendant of Wano people and follows their culture, and his comments about Kuina.

Do you notice now?

And you don't think the general misogyny in Wano will ever matter to the plot?
I used to think that....before wano even begin... had speculations about it in OJ too....but that is not addressed even once.
