However, Shiryu did more damage to Garp in one hit, which is why Shiryu's attack was highlighted multiple times in the span of a couple of chapters. In fact, Oda showed great respect to Shiryu by giving him such a vital role in a fated battle between a master and his disciple - the master is the strongest and most legendary marine ever while the student is a fleet admiral candidate. Re thread title no. The Marines are a subsidiary of the World Government so you also need to consider Garp, Sengoku, Aramaki, Sakazuki and Borsalino above Magellan.
Then, you have also forgotten Kong and CP0. Magellan is very hard to powerscale really, but i'd wager he's around the same level as someone like Kaku which would put Lucci above him too
Then there's the Seraphim. He's probably above them currently, but they're meant to grow in strength very quickly so maybe not for long.
There's also the Holy Knights - obviously we don't know how strong they are but they're going to be an EOS villain group which implies at least some, if not all of them, are going to be a big threat too.

Red dog wasn't around for 2 chapters, you think Red dog need 2 chapters to catch a Luffy carrying Jinbe? If Teach didn't show up to kill WB and stop him from sinking the island, Red dog would be dead under the sinked Marineford. No evidence Red dog could still move to counter attack WB again but chose not to, he was paralyzed.
