It is not a rule to have stronger enemies appear linearly in a showmen. Sure most shounen use it but one piece is one of the differences. Enel would mop the floor with everyone pre skip and would destroy hody too.

So using the argument oh they come later it means they strongur is kinda moot. Fyi, I am of the camp that yonko/admirals are at the same lvl of power with slight fluctuations. That’s exactly how the story portrayed them.
Oda always went out of his way to group them up whenever the end game is mentioned or just the epitome of power in general.
Yonko/admirals( putting mihawk there too( since he is zoros dream) with dragon ) are the strongest and are overall close to each other.
Saying anything else is dishonest and plain wrong.
Let's say that was Roger's power... Useful in a naval battle to allow you to run with tail between your legs, certainly no absolute victory like you are trying to paint it. What is that power going to do when you arent in naval battle, when you have firm ground below your feet?
