I think Oda will retcon COC as something anyone can unlock if they have enough will power for it.COC was said to be a trait of determined,powerfull and influential individuals.

If anyone read my posts properly I've made that clear since day one; even in my big Smoker defense posts.
The problem is Koby's fanbase is full of deranged sickos nowadays so I spend the majority of my time arguing the correct interpretation and fighting against the insane post-PH attacks on Smokey.

Even after the glow up Coby still looks like a wuss. From his pink hair to him admiring pirates, the only thing he's supposed not to do as someone with marine duty.
How can you expect anything out of someone who is crying of joy while mentioning a pirate, and on a princess tea party at that???

How can you compare that to an absolute beast of man like Smoker.
Smoke reeks of chadness, the wild dog of the marines, the white hunter, leader of G5, the wildest marine branch, that is literally autonomous and is lead by Smoker himself. Friendly reminder that G5 contains the scummiest of scum among the navy, but are only controlled under Smoker's leadership.
