Yeah it didn't he purposefully antagonised a Warlord when he didn't have to even if the that Warlord was stronger than him.
Smoker's character of no matter what reputation or strength someone has he's not afraid of them is what makes his character so great.

At least Smoker actually fights strong people on his own Coby wouldn't dare fight Boa Hancock without a fleet behind him. Smoker took on Doflamingo while injured.

So ,just like the title says. He isn't. And not because he himself doesn't want to be shackled by the obligations the position demands or other stuff people come up with ,but because he knows he doesn't have the guts an admiral has.

He doesn't have the will to go through something like this,even though he wants to . It isn't befitting of the position..
Doesn't have the will = Won't get strong enough (no matter if he comes stronger after vegapunk as people constantly say.)

Tbf, Smoker hasn’t really pulled up any trees post-ts so the slander is understandable 
. However I’m hopeful that Oda will do his character justice ^^. He’s fallen a bit short to Luffy post-ts but tbf how many of Luffy’s rivals haven’t 😅. I mean Law played second fiddle to Luffy on DR & Law & Kidd are fighting a Yonko 2 v 1 whereas Luffy is soloing one so they are clearly lagging behind Luffy. Smoker was established as Luffy’s main marine rival early on in the series and has been a recurring character ever since. Dude is the most prominent Marine in the young generation, hell, he’s arguably the most prominent Marine in the series & is basically Luffy’s Garp. Outta the current generation of marines, I’d say he’s definitely the spearhead for the admiral spots from the new gen. Like Oda has redeemed Law & Kidd on Wano I expect Smoker to also get a chance to show what he’s got sometime in the near future. Maybe even against the BB Pirates sumin akin to how Roger & Garp joined forces to fight against the Rocks Pirates ^^
