Coby spent two years training and we have been following his evolution even pre timeskip, not to mention being trained by garp.
Coby is a hakimen trained by one of the best hakimen in the show.
Smoker was fodder even post timeskip, has one of the worst logias and has ZERO haki feats.
Smoker beating aokiji would be the same of nami splitting the sky with linlin.

Luffy went from struggling against Doflamingo to beating Katakuri.
Oda does not care about people's headcanon on how strong they think characters are. In fact he's even said he likes making characters come back stronger when people think they are weak.
Zero haki feats? Come on. Damaged Vergo who was a tank at the time. Clashed equally against Law so his fruit didn't chop him apart. We've only seen Smoker once post time skip and it was very early on but he showed great fundamental haki feats.

And every time, Smoker vs Luffy has been interrupted. Odas not going to let this fight go unresolved all throughout Luffys journey. So when the straw hats plot their journey to raftel from Lodestar, Smoker will fight Luffy there.

If Oda was going to setup Smoker as the one to fight Kuzan, then Smoker would have been involved during Garp's attack at Pirate island.
The fact that Smoker wasn't even involved at all, shows you that Oda is not setting up a Kuzan vs Smoker fight at all.
Don't get me wrong I don't really care for Koby and I have no problem if Smoker does fight Kuzan, but everything that went down at Pirate Island involving Garp, Kuzan, and Koby is all being setup for Koby to be the one to fight Kuzan in the future.
