Bonney is an adult, Oda draws every adult woman character with the same hourglass body even if they are only 16 years old (Rebecca, Vivi, Shirahoshi) because from Oda's perspective those are adult characters so he draws them like adults. Although in Shirahoshi's case she actually does act like a child but that can be chalked up to an obsession in japanese media of women who act like kids.

Honestly the more I look deeper into it, the more creepy it sounds.
