None of the statements say you can't have CoC unless it is obtained at birth. You can have something at birth doesn't mean it's only way to get it. Rayleigh in chapter 597 says "Many people who made name for themselves possess this power.". It basically invalidates all your assumptions.

The quote in Viz is "So you really were born with it". There was no "Must". Also if I t can only be attained during birth, Rayleigh never mentions it. He says "In rare cases people manipulate Third form of Haki". This is Haki as it is explained to us, everything said before is characters commenting on the fact that Luffy has Haki. They are just vague statements hinting at a dormant power. What Rayleigh said i will take it as Gospel. If someone makes absolute statements about CoC i will take as truth.
