And this hands-tied situation you made up prevents them ever mentioning the problem, or alluding to the problem, or expressing a modacum of frustration that they aren't allowed to deal with the problem, in all the time we saw them before the reveal. Sure. You can believe that I guess. I don't even think Nika is a complete retcon necessarily (though I do think the gear 5 reveal is terrible) but you've picked a wrong battle here I think.

Yes, Oda planned out most of the lore and dropped a lot of hints early in the series. Doesn't mean he planned every nitty gritty detail about it will look like and when and in which context it will be revealed and that's probably what bothers people, making them mistake unplanned details for a retcon.
I think he came up with it at the inception of the story the thing is he added so much content later on that it seems like it's a big deal he knew about this stuff early on when in reality, it was supposed to be the core part of the story, we were not supposed to get the seven warlords when it took easily half of the story for example. I feel like he had a roadmap when it started and it was basically buggy-->cp9~~>(something in between I don't know)-->big meme-->kaido-->WG-->buggy
If anything the recent chapters make it worse! It was apparently a common tidbit about the Nika legend that he could stretch with an elastic body…and those ultimate morons the Gorosei couldn’t put two and two together?

Except, you know... when Shanks straight up threated the Gorosei in the manga, but, once again, wow, they'd actually have to READ ONE PIECE rather than yapping about it.

It's really funny to me that we have this scene, and the scene in enies lobby where Lucci tells Spandam that he didn't kill Chimney and her cat because he only kills who he's been ordered to, and goes on to explain that even with Robin captured and the Pluton documents retrieved his job isn't over, because when cipher pol gets called in it's for assassination, and people still don't want to believe the government was after Luffy.
Sabaody should be enough, right? Luffy gets reported and Kuma sends them off. The timeskip happens, 2 full years go by with no word of Luffy, and the RUMOR of them being back on sabaody, literally a witness to demaro black, thats enough to call a fleet of Marine warships, a fleet of pacifistas, sentomaru, and kizaru.
Since alabasta the WG response has been excessive and disproportionate to any other pirate the amount of resources that get put into trying to take out Luffy without anyone else noticing why. It's always like one step more than anyone else gets. It's always been this way. If anything, Oda is retconning the reason for why they're doing this into something plot related instead of just him being the main character so he gets the main character action. Powerscaler fanbase still doesn't want to accept Shanks could possibly be doing anything wrong here. The 5 guys who shit talk Akainu to his face, kill children, and treat humans like insects, act all friendly and deferential to Shanks and let him walk in whenever he wants, making time specially for him even when they're already busy "because it's you."
