They were just like pirates

So we wanna talk about this ? At first when i saw this panel and read the sentence " you have no legal right here " :

I thought, well these guys must be Ryokugyu subordinates they're hunting Warlords in the new world so whatever, but these guys weren't going after any warlord, in fact they were even surprised Weevil appeared

These guys came here for pillaging, and acted exactly like pirates!

It was said that the navy gained a lot more military power under Sakazuki but could it be that they lowered their standards ? Not in terms of required strength to join but " if you were a criminal we'll close an eye and let you join as long as you obey us " i mean maybe these guys are actual pirates!

What do you guys think ? Is this an isolated events or we're likely to see more of these unruly Marines ?

EDIT:

The interesting part to me is not the fact that there are corrupt marines ( since we already saw that ) but the fact that they went as far as comparing them to pirates...which is qute a strong thing to say about guys that are supposed to hunt down pirates with all they've got!

See Doffy's speech: pirates are evil? The navy is good? Whoever wins writes history. This is a place not owned by the WG so the marines can act like pirates to steal goods in the name of justice. Just like pirates working for the european crowns were labeled as corsairs despite actually being pirates. Also see what the marines actually did with Nami village and heavy taxes, nasty stuff and so on they put/do in villages they actually have to protect (see Morgan in the very first arc).

Marines have always been douchebags
I mean marines were trying to take nami's treasure back then. So i am assuming its quite common among lower rank marines.
We've seen currupt marines since east blue
Marines always treated non affiliated Countries like shit. It was stated several times to be a big reason why so many people end up as pirates in One Piece
This is nothing new at all. Go back to East Blue and we had Nezumi being bribed by Arlong and stealing all Nami’s money.
Yeah this is true, corruption was always there, it was interesting to me though that they went as far as comparing them to pirates...

I think it's interesting ( considering that things are quite hot in the world of OP right now )

And was wondering if this could become even more common or play some role in what will happen with the Navy in future events...

Oda needs marines to be cartoonishly evil to justify what Luffy will do. This ain't how marines should be shown to be corrupt, rather those marines being tipped off by Arlong is more like it.
It’s not really cartoonish evil.

Marines are basically soldiers. And soldiers, generally speaking, love to loot.

I mean, look at WWII. Both the Allies and the Nazis looted the enemy. Nazi’s did it on a larger scale, but there was plenty of it going on in the allied side as well.

I remember reading about how how WW1 pretty much killed the "noble" image of war that got popular in Europe

Nothing new since forever.
