After the reveal of luffy's galactic logia fruit, it only makes sense for buggy to become the ruler of the universe, all earthlings and all space pirates. Once the world of One Piece is fully digitised, buggy can become the god of this digital world that everyone now lives in.
He will basically become serial experiment's Lain, buggy will become the singularity.
