Questions & Mysteries So why didn’t the WG catch Luffy sooner?

I dont know man, i have the feeling that Oda had this kind of ability planned for luffy for a long time or atleast played with the idea of giving him a different type of DF. This is from what like 20 years ago? Sbs Volume 20 one of the last question sounds very sus to me:

It wouldn‘t surprise me at all if Oda’s been planning this from the beginning.
But that’s why people need to drop the idea that something been planned in advance makes it great but something thought on the spot makes it bad.
This reveal may well have landed a lot better in the initial plan where Oda was in his first series, was hoping he could get a five year run and we’d probably find out round about chapter 200 of 250.
It becomes a lot more serious a change when the series has been running 25 odd years and we find this out in chapter 1044 of about 1200.
Again, I just keep thinking that everything that was said this chapter would have perfectly fine with it still being the Gomu Gomu. It’s that change that really bothers me more than anything else.
(The eyes also will get a fair bit of getting used to but I can live with that).

You dont put your agent with most potential in prison because he lost your money. Its the WG, they can accumulate money. And you said it, "potentially powerful". So they suspected its the fruit, and they thought they finally have it, just for it to be lost. They must have been mad as hell, just to later forget about it
Two possibilities in my mind:
1. They simply didnt know Luffy is the Gomu Gomu No Mi User. Maybe they have heard his name, but simply connected with the strawhat and as a rookie, nothing really outstanding. It seems like the mystery around the Gomu Gomu was well saved, so people bringing up reports didnt thought it would kinda be important to tell the name of the DF to higher ups from a low tier pirate. Since he went up and grew strong, they got the news.
2. They know some people have their hand above Luffy. Like Dragon and Garp. If they would have send the admirals directly, Dragon and Garp could have been cautions about the situation and rush to help. Maybe this is what happened back then in Logue Town?

No idea. They had no great concern over Luffy when he returned to Marineford with Rayleigh and Jinbe. They made no special attempt at capturing him in Dressrosa. They never sent anyone specifically after him apart from Garp—let’s be real here and call this a half measure. They never sent a message to Magellan and told a him to keep Luffy alive for fruit extraction—what they want is the fruit above all else.
The Gorosei never actively tried to grab the fruit in the series, so this statement from them is very very dumb.
