Kaido gave the Samurai a chance to stand down and join him. Even after murdering Orochi, Kaido offered the Wano forces at Onigashima the ability to join him. The Kozuki just murdered the Kurozumi in the streets, fields, while they were performing plays (Kanjuro's parents). Kaido looks at Wano and sees a country full of self-serving assholes that will kill other people and hate other people as long as they are told to do so by someone above them. To him, Wano-kuni is just like the Beast Pirates.

Kaido's a disgusting, murderous overlord who enslaves and destroys people, but he is honest about what he is. Wano continues to be ruled by total hypocrites.

Wano will never change until Momo and Hiyori ACTUALLY LEARN FROM HISTORY and make Wano a free country, not a country that tries to kill someone over the name they were given.

You see the "Oden born to boil" scene right there so it's a clear parallel to that. I feel like it's her pointing out the irony of fer father being named after a dish and boiling while the remaining Kurozumi's (Orochi and Kanjuro) burned in a fire they created.

Clearly a poetic line that serves to boost the narrative of the play they are running
