Buggy bounty is lower than big mom and kaidos were but crocodile bounty still higher than their 1st commanders, that says a lot. Croc downplayers cope about his high bounty by saying it's only because of his fame and connections, not his strength. This makes no sense though. Post-WCI Luffy had much more fame and much more connections than Crocodile, yet he only had a 1.5B bounty. Croc got a ~2B bounty because he's strong enough to deserve it. Croc is YC1+

Oda is the one that has allocated that bounty and set up the expectation.

If Oda showed a completely new character covered in a silhouette, and then given that character a 1.9b bounty, fans would put him above yc1 without a second thought, no feats would be needed. Its just because crocodile is an older character that we have seen take an L before that they dont like the idea of him being that strong

My point being bounty always doesn't tell true story. It is debatable kidd even should have a 1B bounty. Croc's intelligence was highlighted for high bounty not his strength.
