They’re not really presented as being much different than the other outside of Gandhi, the way he dresses and actively carries a weapon, and even then I wouldn’t feel like he’s put on a higher pedestal cuz of that

We don't know how Oda will even scale the Gorosei.

Their age, their real life figures' nationalities, planets size/distance from the Sun, Gods references, connection in the story, etc.

Age:
Blond Gorosei could be the strongest because he seems the youngest.

Historical figures:
We got Lincoln (U.S.), two Russian figures (Gorbachev and Marx), and one Japanese (Taisuke) and one Indian (Gandhi, although he can also represent Japanese director, Hideki Tojo)

If Oda's nationality bias is involved, he obviously would make Gandhi or Taisuke the strongest one.

Planets size/distance:
Mercury is the closest to the Sun. Jupiter is the biggest planet of the Solar System. Dunno if Oda would go science route on this.

Gods mythology:
Saturn - Kronos (God of Time)
Mars - Ares (God of War)
Mercury - Hermes (God of Wealth and Commerce)
Venus - Aphrodite (Goddess of Love and Fertility)
Jupiter - Zeus (God of the Sky/King of the Gods)

Using this as references, Jupiter would be the strongest because of Zeus.

Connection:
Gandhi wears a white haori unlike the others with black suits, also wield a Supreme Ranked Blade Shodai Kitetsu, which gives him some connection with Zoro.

Zoro usually fights the second strongest opponent of the arc, if Luffy fights Imu then whoever fights Zoro (most likely Gandhi) would turns out to be the second strongest.

Gandhi Gorosei was also the only one that didn't appear in the Ohara Incident iirc.

You get the ideas.
