I don't think Mihawk is overall stronger than Shanksu.

Even then Mihawk has at least some decent feats. Slashed a huge ice tidal wave, clashed with Vista and Crocodile, beat prets Zoro with a butter knife and is said to have battled with Shanks evenly.

Lolby's only feats are beating fodder pirate 1 and 2. As we have no idea what happened at the Rocky Port we can't give him a strength feat.
