No they're not.

Sword skill is just haki. When Zoro asked Mihawk to teach him "the way of the sword", Mihawk just thought him haki.

If Shanks' haki was truly >= Mihawk, his skill would also be >= Mihawk (and vice versa).

Haki and skill are not distinct attributes for swordsmen; they're the same thing.

There is nothing in the story that suggests mihawks haki is not above Shanks

If shanks haki was above mihawks Shanks would break mihawks sword and he would be wss

He who is strongest swordsman has the strongest haki

Shanks isn't even a fucking king he's a mere yonko
Imagine a mere yonko having stronger CoC than pirate king level Mihawk
