Do you really believe the BB pirates were close to be annihilated or was the entire perceipton that Garp sacrificed himself for Coby and the others to escape and was one tough mf to take down? There is a huge difference in context wise meaning between "at last" (timely based) and "barely" (situation based).

Luffy once said Sanji worth 1000 men in front of others which Zoro replied he's worth 2000 men.

The difference here is Shiryu is not interested with childish rivalry gag and he knows Teach just tries to please the newcomer.
