First and most important: I don't consider leadership just charisma but also the ability to actually direct a group towards a objective. Both Luffy and Teach have incredible charisma but their actual ability to lead their respective crews is vastly different.
I honest don't see Luffy as having leadership skills. While he is capable of drawing people to him he is a incredible incompetent leader when left to do his own thing. If he wasn't the main character he would be dead on the first chapter of the manga and most of his decisions would be moronic if he didn't have the MC halo. Ignoring for a moment the ''for fun'' moments most of the SH crew actions is decided by the East Blue group (Sanji, Nami and sometimes Zoro). Luffy is the glue that makes them work together but he sucks as a leader. Left to his own devices he is just a lost boy.
Teach actually has good leadership skills. Unlike Luffy you can see that most of the plans and actions of the crew are decided by him and unlike the SH, they actually respect his ideas and vision(in the sense of plans formulated). Even when we see someone from the crew acting alone it is because of his orders. Basically he delegates power but never let go of it. I don't doubt that many of the crew gives him ideas but (for what the crew was written) that even if he accepts them he gives his own spin to it.
