Let me tell how to make an character interesting. First you give us a history about him or something that make us care about him. Then you give him a plot like that 1% man thing.

For example:

Mihawk. We don't know much about him. But he is WSS which is Zoro's dream title. He also has one of the only 2 known Black Blades. This little things about him make him interesting.

Shanks. We know a bit more about him but still not much. He has a backstory with Luffy (MC), Roger(MC dream title) and Mihawk. He is a Yonko (power house and pretty relevant world wise). Also he has connections with Gorosei. All those things makes him interesting.

Now X-Drake. I don't know if he is a Marine that turned into a Pirate and come back being a Marine or if he was a Marine all that time. He is a Supernova. And that's it. He doesn't have enough information to care about him or he is not even a strength model in any aspect.

I didn't paid attention to Law's flashback. I hate flashbacks. Oden's is the only one I truly liked.

Yes, X-Drake seems a bit more interesting now but still not enough. And I finally realized why. He has no connection with main characters.

We care about Law because he connected to Luffy. Even Kid is now connected to him. But X-Drake is not yet. In fact Luffy should have fought him for what he did with Tama's village.
