No one ever denied that Ray is stronger than Gaban. The point is that Gaban is only a little weaker than Ray, who was Yonko level, so Gaban certainly isn’t YC1 level
Rayleigh is an exceptional case where the #2 is close to the captain. Benn has been implied to be this exceptional case. Zoro surpassing Mihawk means he'll be this exceptional case.

He also was fine beating Luffy without letting Luffy use his full power at the beginning of the fight. Oda massively changed Katakuris character during the fight to give Luffy a chance to win.

Tbh, It's becoming too much imho.

The question Is crystal clear, the reader attached a drawing and you are using the fact that the drawing was attached to It (a thing that I didn't share becuase It was irrelevant) to somehow erase the fact that at the end of It Oda still answered the question about who was stronger.
That's It.

But we are not getting anywhere.
