I just gave you an example what already happened once with Fujitora, who blamed Sabo for his own doing. How is it unrealistic that the same happened here? Especialy the marines, who tend to lie about pirates. How would it sound like when an Admiral destroyed his own ships in the news paper? Saying that it were the pirates makes more sense, just blame the bad guys.
People also give all the credit to Shiki that he destroyed half of MF, but it's obvious that Garp and Sengoku played a huge role in that. You can't have such high caliber fighting each other without causing collateral damage.
