I'm the biggest Sanji fan in here and even I don't believe that Oda has been telling us that Sanji can't compete with a commander in any way shape or form outside of speed and that after a PU he wins in one attack, that's not how storytelling works 
Either HM weakens Queen enough to pave the way for a hard win or Sanji simply doesn't have what it takes to beat the commander with the worst portrayal against top tiers or against anyone for that matter and Queen just blows himself up and Sanji gets the credit for it.
