Maybe if Oda tried to showcase more of Rocks but since that shit is forbbiden until God knows when, all Big Mom did in Wano was helping the alliance, get a poor showcase and... not really accomplish anything meaningful. If she leaves Wano, she won't have no new poneglyph, no militaristic assets, no nothing.
At least with Elbaf you have the whole beef with giants not saying her name, the Pudding and Loki plot that NEEDS to be addressed/showcased, room for the remaining BM pirates like Smoothie and Compote to have a decent showing and so much more. Even a confrontation with Shanks or BB to hype up one of them, I dunno.
Oda tried really hard to make Wano about the remnants of Rocks and the new generation while ALSO about Oden, Fake Japan, Samurais and Honor.
It doesn't mash well no matter how hard you try. In the end, the Rocks stuff was a footnote that only lead to us learning what was the life-long debt between Kaido and Linlin and NOTHING MORE, while Luffy vs Kaido ended up being explicit Joy Boy prophecy shit which also ties back to Oden.

Kaido and BM having awakenings
Orochi actually being competent with his DF
Zoro fights an actual samurai to a difficult battle, ideally Kyoshiro
No Big Mom at Wano, save her for Elbaf
Usopp actually getting a big moment vs the Numbers and sniping and using CoO too
Nami shows off some new blizzard type powers vs Tobi Roppo siblings, inspired by Monets DF and thus slows them down and makes them struggle maybe?
Luffys DF isn't retconned and stays as the Gomu Gomu
Franky's anti Kaido weapons are revealed and its some laser/plasma type tech like what he used vs Sasaki and can byass Kaidos scales and BMs iron balloon skin
Kidd actually shows off CoC and has a big clash vs Kaido with it
The SHs fight Big Mom aside from Luffy who fights Kaido with the rest of the Rooftop 5, both groups win vs the Yonkos.
Take out most gifters and replace them with actual Zoans
Give Tama a different DF or no DF and have her learn ninjutsu from Shinobu and maybe Raizo too
Whitebeard actually offers to help Wano but Oden respectfully declines and says its his burden, his responsibility and he will deal with it his way and alone
King and Kaido get longer and more detailed backstories, no speedruns/breadcrumbs, also some backstories for Queen and Jack and Jack has named attacks, fishman karate and gets a proper fight with hybrid form too
Orochis ninja squad are actually strong and competent and Hotei isn't completely irrelevant and forgotten
ZKK for Kaido and BM is force to flee Wano with the BM pirates appearing in Wano finally, Smoothie fights Brook, Jinbei and Nami or something and they end up retreating to take a defeated BM back to WCI, which may be under attack whilst BM is at Wano (ironically it is in the cover page story now but I mean something and or someone much bigger/more dangerous ofc)
CP0 and Drake actually accomplish some big things and CP0 aren't fodder
Wanda and Carrot defeat Perospero and Neko and Inu beat Jack together (I wrote Jack and Inu beat Inu before LMFAO)

On the one hand yes, but that would also mean:
- Udon shit gets to be way shorter (Queen could still have left at some point to Onigashima with Tama enslaving Babanuki like she did)
- Rooftop gets to be shorter, and Kaido's reputation gets even better (facing 9 Scabbards, then facing Supernovas, then Yamato and Momo)
- Kidd and Law could have a good showing and then be able to stay defeated without seeming like a constant stamina asspull
- Supernovas could have withstand showing awakenings in the shit way they did (a fucking flasback of Kid telling Law "hey you have awakening?" was BULLSHIT)
- Overall arc gets shorter so everybody wins
