He would save Luffy instead of Zoro. And Zoro, instead of saving Luffy so many times, would focus on fighting Kaidou. Oda limited Zoro's abilities, forcing him to save Luffy a couple of times. Even though Law was on the roof with the perfect support fruit, Oda made Zoro do it. Zoro was not needed for the rescue. Oda just knew that if he let Zoro fight, he would kill Kaidou on the rooftop.
Sanji fans should be thankful that Sanji wasn't on the rooftop, because if he was, their worst nightmare would have come true - ZKK would've happened by now.
