We have hawkin who are just a headliner unlike drake who is part of flying six so i dont surprised if apo have much more rank aside powerlevel than those 2 considering he join kaido early and he betray them....and Even though they are animal like creatures they surely must have rank among them if my theory is right the numbers consist of card no which from 2-10 while jack queen and king are for calamities and ace is belong to kaido son....
The card Joker hasn't really must do with powerlvl. It was in orginal words just Kaido joker to make his army stronger. Taking out Joker make Kaido as the player weaker. In that case the card Joker is behind Jack/Queen/King.
Seeing the card ranking, Ace come first and then King and Queen. He could easily use a card ranking without King and Queen.
In my opinion it gonna said in the chapter that Ace gonna be the vicecaptain of the Beast pirates.

Ace might have 1.5B + symbolic to have Luffy surpass him and make Kaido vs Luffy more dramatic
Like me and some user said, Oda is creating these Yonko Sons to have Luffy surpass them and be ready for Yonko in the future 1 v1
Ace 500M bounty is symbolic for Luffy to surpass
Kata 1B bounty was symbolic for Luffy to surpass
Kaido Jr or Ace might have 1.5 B or 2 B

Possible but since there are only three Calamities, that it's them who have always been described as Kaido's seconds in the crew and strongest fighters and that Ace has never been mentionned or hinted before, and knowing how Oda likes to subvert our expectations I have a strange feeling about this.
I wouldn't be surprised if he turns out to be a rebel or a slacker who has the potential to become as strong as his father but who doesn't exploit it or who refuses to take part in the crew operations out of rebellion or lazyness.
