I think Hiruzen was the most moral.

Wiping out the Uchiha to protect the greater good really shows a strong moral compassZ
Danzou was dealing a blow to his back and leading military forces with individual authority, and he didn't do anything against Danzou why? because he was his friend? Danzou killed Shisui and prevented a peaceful agreement with the Uchihas, the fact that Hiruzen Sarutobi did nothing to punish Danzou indicates a strong negligence on his part.
 
And you can't even blame an old schizo like Danzo after everything he has witnessed, esp. the incident with Madara and Kurama.
Yes, you can. You can remove him from power and put him in a psychiatric clinic, since a "schizo" should not be leading and murdering other people while defending his own ideal policy. Hiruzen was the Hokage, he was in charge, not Danzou.

Well here's the thing, it was Tobi who cast out the Uchiha, and since then they grew wary of Madara's warnings and planned a coup, it doesn't really help when an Uchiha sacks your village with 9 tails too. Hiruzen wasn't taking action, the uchiha were going to raid the village eventually and start a 4th war where god knows how many will die.

He was twisted but regardless, it was necessary action. Shisui was his only mistake, but then again this mistake was bred from countless years of hatred between the two clans, Fugaku would've done the same, unfortunately for him it was his own son.
