Mr Morj was right. Dressrosa really is the parallel arc to all of one piece
But it's true. Doflamingo, a fallen Celestial Dragon blinded by his noble bloodline, could only seek revenge against the world based on Celestial Dragon sovereignty doctrine. Or as we know now, Imu's sovereignty doctrine. Erasing history or erasing loved ones' memories. Creating a suffocating divided world or creating a birdcage. It's the same creed.
It was the best foil as a challenge to Luffy's own idea of rulership. "This place reminds me of where I grew up" and "Looking at you makes me feel suffocated" are reflection Luffy would never say out loud if he wasn't face to face with his greatest enemy.
Doflamingo was a mini Imu and Dressrosa was but a preview of the final arc conflict.
Shit now you made me wanna go read Doffy and Law's backstory again.
