Akainu already isn't that pleased with the WG and Gorosei. He suspects someone is above them. So he ain't a Celestial bootlicker. Fuji and Kuzan are also not. Kizaru just does the bare minimum of whatever he's told. So it's just GB that's a celestial bootlicker. And even that, i think is gonna change after we see more of GB. I think there's gonna be a subversion about that.
