The power ranking as always are
Yonkous > Admirals > Yonkous commanders
Yonkous ((Besides shanks) are literally all freaks of nature that have incredible genetics and good (but not great) haki except shanks. Do they have large amounts of haki? Yes. But do they heavily rely on learning alof of haki techniques like future sight and ryou etc? No. They are natural freaks who have good (not great) devil fruits.
Even the yonkos fruits arent extremely powerful or special. What makes yonkous fruits and haki seem powerful and special is the fact that they are natural freaks with monsterous strength. And since kings haki is in direct correlation to ones strength it makes sense as to why their kings haki is so powerful. And also why their devil fruit USAGE are so powerful
Admirals have marine training. So when it comes to their haki control it's going to be better than the yonko (control of haki and its abilities not haki amount). However admirals are not born freaks. They are people who honed and trained their skills to be too tier. Hence why they were captains in their mid 20's and become vice admirals at their mid to late 30:s. They are honed fighters that were offered the highest level of devil fruits. Offensively their fruits are higher than the yonko. Their haki control and techniques agree also better. But the yonko have more freakish strength and have more haki volume than the admirals. Added with the fact that they have good devil fruits as well. Yonkos always end up superceeding admirals because they are freaks of nature
Yonko commanders are basically admirals with ok fruits. For example from a haki control and technique standpoint Marco and katakuri can be close if not on par with admirals from a skill standpoint. However the disadvantage comes from the fact that their fruits are nowhere near as destructive as the admirals
Lastly this is why shanks is so special. He makes up for a lack of powerful devil fruit or being born a freak by having shit ton of haki volume while also simultaneously having a shit ton of haki control and technique. He makes up the difference by having something regular yonkous have (haki volume) and also having something admirals utilize better (haki control)

People who thought his plan fail was stupid don't understand why Aizen failed truly. This is not a 1:1 
situation but it's like Luffy beats Big Mom for example despite her Yonko crew and intel connection and etc and people would complain that she failed despite having all that.
