That's not what I mean. But some characters will simply never face off enemies much stronger than them except if they have to due to circumstances or that enemy doing something they can't forgive.
Some consider it bad writing, I consider it being consistent. We aren't talking about facing fodders but elite emperor force there. That's why Nami standing up is a nice moment, because that's not her usual behavior.

That's fair.
But I'm talking more in a "generally speaking" kind of way.
Nami standing her ground against Ulti in response to the assault on Tama is nice. I think it makes a lot of sense for her.
I'm talking about how, after 1000 chapters, the characters become so "consistent", that they become stale, predictable.
