Tbf Ay was getting bitch slapped too. Performance wise it was

Onoki > Tsunade > Gaara > Ay > Mei

kishi must hate Kirigakure, only competent characters from there are Zabuza and Kisame
He also let Tobi fucked them up, Mei jobbed hard against Madara
All the other villages get some focus, Iwagakure didn’t but Onoki was the most impressive out of the Kages
