Kizaru in Film Red literally try to kill a random civilian after they attack him, while Saint Shanks lets himself get hit.

And the whole scene is literally meant to make you go “wow, Saint Shanks is a good person, he must be TRULY strong!”

So kizaru is morally grey, possibly evil. But we already have that with Akainu. That is not the same as being a celestial bootlicker.
And that doesn't make them bad antagonists at all.

The admirals or marines were never supposed to be this all good organization. Majority of the important marines were, are, and is going to be bad. With a few of them like smoker, kuzan, fuji etc... being good. They will lead the marines after the WG falls.
