So far it's Crocodile and Doflamingo who are the best villains imo, they are the most intelligent and charismatic, especially Doflamingo.

Magellan and Katakuri are great characters but they aren't true villains, they anti-villains.

@Gol D. Roger He was build, imo, as the final villain since the start (or almost) of OP. He is very clever, to the point to not be afraid to betray, escape when in danger despite honor, trick his enemies but also his allies, no shame from his side like a real pirate. The only one beside the SH who has growth and is costabtly growing theough the story and is not only the central focus of the main events in the OP world and story but the one who is moving the strings from behind the scenes (in the end Marineford was a show put up by him in order to go shopping in Impel down and steal WB fruit).

Hody and Caeser are jokes.

Katakuri and Big Mom are embrassming dissapointments.

Kaido legit barely has any paneltime in his own arc. And now he has to share it with Meme. Which is downright annoying

Doffy is the only one that is remotely good. But he really isnt interesting to me design wise, power wise and motive wise.

The best.

The way Crocodile came together as a villain, along with his arc, is nothing short of a masterpiece. This was our first major antagonist, one which every proceeding one would be measured to. Crocodile was a looming presence the moment the Strawhats entered the Grandline. It would build and build as we learned more about his organization, and coming to a head during Alabasta. His plans, design, demeanor, were all top notch, and he presented himself as Luffy first true challenge. One he would continuously lose t until he narrowly defeated him. The anime playing Symphony no. 9 was cherry ontop in making Crocodile's fall that much more grandiose.

His return in Marineford was great for how it further cemented his character outside of being a villain, and I am more than interested in seeing where he goes now that he's regained his spirit as a pirate.

Teach and Akainu are up there largely for their build up. Depending on how it goes with them, they may surpass Crocodile.

Crocodile for obvious reasons.

Teach for the second place. Dofla's pink feathery scarf-whatever, cringe glasses and pointy shoes totally ruined it for me, sorry.

Doflamingo and Crocodile are objectively the best written antagonists in the series, still going with Doffy.

Akainu and Blackbeard have the best potential, but lose to Doffy in a direct comparison for obvious reasons, they didn't have their arc yet.

I put Crocoboy slightly above Doffy. Not power wise tho.
Doffy has the benefit of being a CD to manipulate the news. But croco succesfully make a civil war and manipulating everyone so that the people of the country saw him as hero. He also succesfully hid his intention to find pluton from the marines, and even baroque works didn't know that he was their boss.
