In Chapter 1126 it was revealed that Lafitte and Blackbeard have plans regarding the Revolutionary Army's attempt to starve out the Celestial Dragons.
On first glance, it may seem odd that Blackbeard is interested in this. Why would he care if the Celestial Dragons starved to death? Is he going to interfere? He wouldn't help the Revolutionary Army since they're enemies, so if he did interfere, it would probably to stop the food blockade.
However, we know that Teach, for some reason, wants to make Hachinsou an official member of the World Government.
He intended on using Koby as a bartering chip, but now he has a much superior one in Garp. We also know despite Garp's status as a hero, some of the CD's have advocated for his termination.
We also know that the Gorosei are familiar with Garp to some extent(it's possible Saturn and Garp interacted in God Valley), and it's likely the newest member, Mr. Papa Figarland Garling has a negative relationship with him.
So the Blackbeard Pirates have Garp, who the Celestial Dragons have a disdain for(it's unknown if the Old Gorosei share that disdain, but I would say it's likely. They vocally dislike Sakazuki). The BBPs also have plans regarding the blockade.
It's been mentioned that the resources of the marines are stretch thinned right now in the Post Levely world, and I imagine that's even more true now with the Egghead incident.
The amount of times the food blockade and subsequent food shortage is interesting. It's been mentioned quite a few times, Akainu was even criticized for it.
Since Ju Peter is the God of Agriculture, I think it's likely he's in charge of dealing with the problem. This is pure speculation and I'm not sure if the Gorosei's titles are going to be important outside of God of Science but I think they will. Going by titles it makes the most sense it would be his problem anyway
Last chapter he was the only Gorosei shown to be sweating and showing signs of fear after realizing Saturn was replaced by Garling.
He's been consistently portrayed as the Gorosei that reacts the most, he sweated over Whitebeard and Shanks meeting, he showed the most panic over the Nika thing. I think it's safe to say that he's in an elevated, tense mindset right now, and I doubt the food shortage is helping. This means he's more likely to make errors.
This is why, I think if the Blackbeards reach out and offer him a deal he would be more likely to accept it. I think the detail will entail them having access to the Red Port and around the area. They'll succeed in their goal, and food will start being delivered again. I think Garp will be part of this deal. EIther they return him to the World Government, or they "kill him". Since this is One Piece, I would imagine that Kuzan would "do the job" and it would parallel Saul and Garp would end up alive of course.
Maybe the deal would end with Blackbeard becoming king like he wants? i think it's the BBPs time in Red Port that would be important. It may be when Devon uses the Saturn sacrifice, presuming that the Gorosei cover up Saturn's replacement for some time. I could also see Lafitte, Auger and Devon being able to easily infiltrate Mary Geoise with their powers and abilities, and maybe Pizarro could even fuse with the red line? Or Blackbeard ends up being allowed to enter Mary Geoise where he wrecks havoc and gets something that helps him with his goals?
I think this may lead to the theory about Imu killing Ju Peter as well. The theory is based off the ancient roman Emperor Nero killing Saint Peter. In general, Peter is interesting amongst the Gorosei. Out of the original 5, he's visibly the youngest, his fruit doesn't originate from eastern mythology, he's not based off a historical figure(we already have an Abraham Lincoln figure), and he's clearly special for some reason by being the "Number 1" Gorosei. Maybe he is going to be a "traitor", like some speculate and he understands what could happen by
