Speculations The Celestial dragons vs The D clans represent Order vs Chaos

the D are described as the natural enemy of the Celestial Dragons, the Celestial dragon also believe that the D will cause another storm in the world

so what do they mean by that?

I think the answer is found by looking in what role the characters who have D in their name play or played, and how their actions affected the plot

the one trait characters with the D in their name share is that they all caused instability and chaos in the world, directly or indirectly

starting with Rock, gathered the worst criminals of the world, and basically declared war against the WG

Roger started the great age of piracy, he probably caused the most chaos out of all the D's with this

Dragon, currently planning to dethrone the goverment

Luffy, the main reason for the fall of the shichibukai system, the power balance that the Goverment established to maintain peace is destroyed mainly because of him which is causing so much chaos currently

Law, his speech to DD in Punk hazard say it all, DD defeat is causing the throne wars and law knew that, he's behind the plan of taking him down, him and luffy are the main reason the throne war is happening so suddenly while before everyone was still busy growing their army and weapons

Teach and Ace, Marineford war happened because of their confrontation and they pretty much caused the war to happen

as we can see, most of the instability and chaos that is happening in the OP world right now was caused by the D clan, thats what the Celestial Dragons mean by the D causing a storm

from the Celestial dragon side, we can see that they care a lot about Order and maintaining stability and peace in the world, most of the gorosei conversations is about maintaining the balance of power, which was the reason the world was at peace, the gorosei care the most about maintaining the balance therefore maintaining peace, and the characters that destroyed the Order they established are from the D clan

DD a celestial dragon, despite having similar goal to some characters from the D clan was actually one of the reasons wars and chaos hasn't happened yet, he say it himself, he was feeding the beasts of the world and keeping them busy, and his downfall is causing the throne war, in a way DD as a CD was making the new world stable, but the D his natural enemy ended his reign and caused chaos

so far the only exception is Garp, there's a lot of mystery around him still, we can't conclude that he never did something that caused chaos , even if he never did one exception can be explained away by Oda when we know more about him

Idk about this but seeing how corrupt the CD is I can say it's a fake 'peace' that they maintain. They are just those tyrants with absolute authority that doesn't care for the people at all. I mean if you are living in op world, one of them can just come to your hometown and take your daughter as their slave for life even if you never make any crime in your life. They can do it just by a mere boredom and you can't do anything about that. Not to mention about all dirty business that the CP0 doing following their command. I wouldn't say this as 'peace' tho.
I'd say that the CD represent absolute Tyranny and the D clan is there to protest and revolt against them. Or, in other words, Cd represent authority and the D represent freedom.
And yea you're right at some point : Freedom often followed by chaos.

Rocks vs. Im
Blackbeard vs. Shanks (yes, I think Shanks has something to do with "Order" on the CD side of things, though not "evil")

Luffy vs. all of them because his version of freedom is not supposed to enable Chaos (its why he and Blackbeard clash in ideals).

Doflamingo was a prime example of 'control/order', considering his power, and Luffy quite literally broke that control in the face. But its also about Chaos, because he's facing Kaido/BM and their plan to rain havoc on the world like Rocks did (even though they aren't D.'s themselves, they very clearly carry on his will, just like BB seems to with his ideals).

Overall, Blackbeard, Kaido and Big Mom are extremely similar, and I wouldn't be surprised if Oda makes Blackbeard seem like a Rocks incarnate in a way. Granted, we still don't even truly know if Rocks himself is dead.
