Then he goes on to gather his crew to capture said island and when he finally does, he betrays the government and takes the island for himself

After that the celestial dragon steal the treasure from him as stated by Garp

Yeah it's possible that CDs stole hachinouse treasure as payback for rocks scamming them. Interesting.

1. Big Mom has been at least once in Elbaf after her childhood, and that was when Lola was offered to marry Loki (must've been recently, since Lola is only 26). She didn't have Napoleon in her teens or early adulthood (in other words, until Kaido's flashback or her early years under Rocks), but she already had it in God Valley (38 years ago), so I'd guess that she visited Elbaf at least once before God Valley (it would be understandable, since it's said that Xebec tried to recruit Harald multiple times and he -- Harald -- died long after God Valley's incident).

2. Kaido could've been in Elbaf for the same reason of Big Mom, or could've learned Hakai from her during his Rocks years (since it's a combined attack with Big Mom, he probably only used the technique due to her).

3. Probably not... as we've seen in the latest chapter, Xebec had his own style.
