Both are sad, but Kuma suffered way too much, theres no other character that compares to him in this aspect. Oda created him for that specific reason basically lol, it's his arc
However, Sanji's arc is still being written. I think they have some similarities, their kindness for those who shouldn't deserve and all the modified human/"losing humanity" stuff has lot to do with these two characters, to think Kuma sent Sanji to Ivankov, who is so important for the RA and all.. Wonder what Oda is planning with this

Nobody is saying Sanji didn't have a rough childhood but saying Sanji had it harder than Kuma is absoultely bollocks. There is a reason why a character that has been stagnant since the Sabaody suddenly has become everyone's fave. Forget Sanji, Kuma has had it harder than anyone. Not only childhood, his youth, adulthood everytime has been barred with slavery. Sanji at least had Jeff to look after him who did Kuma have until he was an adult? Even after all that he was turned to a cyborg and after sabaody put into slavery again.
seriously drop one piece if you believe Sanji's backstory holds a candle to Kuma. You'd not understand what One piece is with takes such as these.
Kuma's character is fit into being a savior and if he hears the drums of Liberation before dying or gets saved along with bonney that would be one of the greatest storyline. Kuma ftw.
